A government-led, community-powered response to insecurity in the Heart of Nigeria.
Background
Kwara State: historically regarded as one of Nigeria's more stable north-central states, has seen a sharp and alarming deterioration in security conditions since 2024. The state has experienced kidnappings, armed attacks, farmer-herder clashes, and cult-related violence across multiple LGAs including Edu, Baruten, Patigi, and Ilorin East.
The February 2026 massacre in Woro village, described by former Governor Bukola Saraki as a "national disaster," signalled that the time for reactive responses has passed. The Kwara State Government is taking proactive, systemic action through the SafeState Initiative.
What is the SafeState Initiative?
The SafeState Initiative is a multi-pronged security and public safety programme designed by the Kwara State Government in partnership with Primly Premium Solutions Ltd www.primlypremiumsolutions.com.ng to address insecurity comprehensively. It combines digital innovation, law enforcement capacity, community engagement, and victim support into one coordinated framework.
The Five Pillars of SafeState
PILLAR 1: Digital Reporting Infrastructure
The Missing Persons Platform (this platform) and a parallel Incident Reporting System, giving citizens and government a real-time picture of safety across the state.
PILLAR 2: Community Policing Networks
Empowering vigilante groups, community leaders, and traditional rulers with official coordination channels, training, and communication tools to respond faster at the grassroots level.
PILLAR 3: Victim & Family Support Services
Psychosocial counselling, legal aid referrals, and financial assistance for families of missing persons and conflict victims, because the crisis does not end when an incident is reported.
PILLAR 4: Intelligence & Data
A centralised security data dashboard for the Kwara State Ministry of Security, enabling evidence-based deployment of resources and early warning of emerging hotspots.
PILLAR 5: Public Awareness & Education
State-wide campaigns on what to do when someone goes missing, citizen rights, and how to cooperate with law enforcement safely, reaching schools, markets, mosques, churches, and community halls across all 16 LGAs.
Why Now?
In the period between January 2024 and August 2025 alone, ACLED recorded 133 security incidents in Kwara State resulting in 144 fatalities. In just the first months of 2026, more than 160 worshippers were abducted and a further 160+ people killed in the Woro village attack. Kwara has been described as a notable security hotspot in north-central Nigeria.
The Kwara State Government is not waiting. SafeState is the answer.
